The Council of Wrath may be one of the oldest orders in the Multiverse. Rumor has it that the Council was started by a group of merchants who were robbed. To get revenge on their robbers they pooled their resources and hired an assassin to kill the thieves. They quickly realized that they could make money by connecting people that wanted revenge, or simply wanted someone dead, with the people that could, and would, kill for money. To this end they formed the Council of Wrath.
It is rumored that the original Council still decides which causes are worthy of their attention. This is significant because the oldest record citing the existence of the Council is over 700 years old. Few races survive even half that long.
If the Council likes you, or if you have enough money ANYONE can be killed.
